Dawn Investigation Cell, Dawn TV report
Lahore: Illegal recruitment of consultants at high salaries in OGRA has been revealed.
According to Dawn sources, advisors have been appointed in violation of laws in the Oil and Gas Regulatory Authority (OGRA) and these consultants have been kept on a monthly salary of lakhs of rupees.
Among the consultants kept on contract in OGRA are Ghulam Raza and Naeem Ghauri. Naeem Ghauri has been a member of Finance in OGRA and was seeking extension 6 times after retirement. When Naeem Ghauri did not get an extension for the seventh time, he was kept as an advisor.
Similarly, when Ghulam Raza retired from a private oil company, he was also kept as an advisor in OGRA.
It should be noted that consultants and officers are already appointed in all departments in OGRA.
The consultants hired on contract in the Oil and Gas Regulatory Authority (OGRA) have been appointed on the orders of Chairman OGRA Masroor Khan. Chairman OGRA Masroor Khan has misused his powers and recruited consultants on contract.
Transparency and laws have been ignored for appointments in OGRA. Under the Prime Minister’s austerity campaign, the posts of officers and employees are being reduced from institutions, while on the other hand, consultants are being hired in OGRA on attractive salaries.
Sources further say that employees from class I to class IV can be hired in OGRA without advertisements, but consultants cannot.
On the other hand, according to the OGRA spokesperson, consultants have been hired to review the framework for the transportation of petroleum products. OGRA has engaged an industry expert for a specific and time-bound assignment under its service regulations and the maximum period of the individuals retained has been fixed at 89 days.
