The full text of the agreement reached in Azad Kashmir has been revealed by Daily Dawn, Dawn TV. How much action will be taken is premature

Muzaffarabad: The text of the agreement reached in Azad Kashmir after successful negotiations between the government and the Awami Action Committee has come to light.

A high-level monitoring committee has been formed to implement the agreement. The committee will be headed by the Federal Minister for Kashmir Affairs, Engineer Amir Muqam

Federal Minister for Parliamentary Affairs Dr. Tariq Fazal Chaudhry, representatives of the Azad Kashmir government and the Awami Action Committee will be included. The committee will be responsible for implementing decisions and resolving disputes.

The agreement consists of 12 basic and 13 additional points:

Cases will be registered under the Anti-Terrorism Act on violent incidents, and a judicial commission will also be formed.

The heirs of those killed in the incidents of October 1 and 2 will be given compensation equal to that of security personnel, the injured will be given Rs 1 million, and the heirs will be given government jobs.

2 new education boards will be established in Muzaffarabad and Poonch, and all boards will be linked to the federal board in Islamabad.

The affected families of Mirpur will be given possession of the land in 30 days in the Mangla Dam expansion project.

Amendments will be made in 90 days in accordance with the spirit of the Local Government Act 1990.

The Azad Kashmir government will release funds for health cards in 15 days.

MRI and CT scan machines will be provided in each district in a phased manner.

The Government of Pakistan will provide Rs. 10 billion for the improvement of the electricity system of Azad Kashmir.

The size of the cabinet will be limited to 20 ministers/advisors, the number of secretaries will also not exceed 20.

The Accountability Bureau and the Anti-Corruption Agency will be merged, the Accountability Act will be aligned with NAB laws.

The Government of Pakistan will prepare the feasibility of two tunnels on Kahuri/Kamsir and Chaplani Neelum Road.

A high-level committee will be formed on the issue of non-constituency members of the assembly elected on the quota of occupied Kashmir, and incentives and funds will be suspended until the final report.

The agreement also includes additional points:

The FIRs of violent incidents in Banjosa, Muzaffarabad, Pilandri, Dhirkot, Mirpur and Rawalakot will be handed over to a judicial commission.

The time frame for Mirpur International Airport will be decided in the current financial year.

The tax on property transfer will be made equal to that of Punjab and Khyber Pakhtunkhwa in three months.

Hydel projects will be implemented as per the 2019 High Court decision.

The feasibility of a large water supply scheme in 10 districts will be completed this year.

Operation theaters and nurseries will be established in all tehsil headquarters hospitals.

Bridges will be constructed in Gulpur and Rehman Kotli.

Advance tax will be reduced, and facilities will be provided on the lines of Gilgit-Baltistan and FATA.

An open merit policy will be implemented in educational institutions.

Water supply scheme and transmission line approved for Kashmir Colony, Dadial.

Property rights will be given to the refugees of Mahendra Colony, Dadial.

Transport policy to be reviewed in light of High Court verdict, special consideration given to 1300 cc vehicles.

Kashmiri protesters arrested on October 2 and 3 will be released.

A Monitoring and Implementation Committee will be formed to implement the agreement.
